District strengthens oversight with bond project manager

Delivering on a voter-approved bond program is multi-faceted and involves more than just staying focused on construction. Bond projects require strong planning, system oversight and reviews, and coordination and accountability at every stage of the program. Midlothian ISD continues to put systems in place to successfully monitor and execute the Bond 2025 Program from planning to construction.

To support an effective bond program implementation, the Midlothian ISD Board of Trustees approved the selection of Paul Sessions to serve as the district’s Bond Program Project Manager. The position is fully funded by bond proceeds and is dedicated exclusively to overseeing the successful delivery of projects and supporting implementation of the entire bond program.

While construction activity is the most visible aspect of bond implementation and often receives a great deal of attention, successful bond programs rely on careful planning, coordination and oversight behind the scenes. The Bond Program Project Manager will work alongside district leadership to monitor project schedules, budgets, construction quality, procurement activities and communication with architects, contractors and other project partners to help ensure each project remains on track and aligned with the commitments made to the MISD community.

Bringing the expertise of a project manager in-house provides MISD direct access to a staff member with the knowledge of an experienced construction professional. The position will represent the district throughout every phase of the bond program.

Sessions brings more than three decades of construction and facilities experience to Midlothian ISD, including extensive work managing K-12 capital improvement projects and in-field industry experience. Most recently, he served as a Project Manager for Arlington ISD’s Facilities, Planning and Construction Department. There he managed district construction projects, coordinated architects, engineers and contractors, and oversaw projects to help keep them on schedule, within budget and compliant with district standards. His background also includes construction management, quality assurance, contractor coordination and commercial electrical systems.

The position of a dedicated Bond Program Manager reflects Midlothian ISD’s ongoing commitment to transparency, fiscal stewardship and responsible management of the Bond 2025 program.
